A person breaks federal law when they travel across state lines, into or out of Indian country, or are in certain U.S. federal areas with the plan to kill, hurt, harass, scare, or to watch someone with those intentions, and because of that travel or presence do things that make the person, their immediate family (see section 115), their spouse or intimate partner, or their pet/service/emotional animal or horse fear for their life or worry they will be seriously hurt, or cause very serious emotional suffering. It is also illegal when someone uses the mail, the internet, or other interstate or international trade or communication services to carry out a pattern of behavior that causes that same fear or serious emotional harm.
