Defines key tobacco words used in the chapter. Cigarette: a roll of tobacco wrapped in paper or another non‑tobacco wrapper, and any roll wrapped in tobacco‑containing material that looks like a cigarette to buyers. Contraband cigarettes: more than 10,000 cigarettes found without required state or local tax markings where such markings are required, unless they are in the hands of certain authorized holders (people with federal permits as tobacco manufacturers or export warehouse operators, operators of customs bonded warehouses, common or contract carriers with proper shipping papers, people licensed by the State who have paid required taxes, or federal or state officers or agents acting in their official jobs). Common or contract carrier: a transporter with the proper federal or state operating authority. State: the 50 States, the District of Columbia, Puerto Rico, and the Virgin Islands. Attorney General: the Attorney General of the United States. Smokeless tobacco: finely cut, ground, powdered, or leaf tobacco meant to be placed in the mouth or nose or otherwise used without burning. Contraband smokeless tobacco: more than 500 single‑unit consumer cans or packages (or their equivalent) of smokeless tobacco not held by the same kinds of authorized holders listed above.
