Title 18 › Part II— CRIMINAL PROCEDURE › Chapter 212— MILITARY EXTRATERRITORIAL JURISDICTION › § 3262
The Secretary of Defense can pick and allow any Department of Defense law enforcement officer to arrest people outside the United States who are listed in section 3261(a), if there is probable cause to believe they broke that rule, and must follow any international agreements that apply. Unless sections 3263 or 3264 say otherwise, a person arrested this way must be handed over as soon as possible to U.S. civilian law enforcement so they can be returned to the United States for court about that conduct, unless the person already has charges under chapter 47 of title 10 for the same conduct.
