Names which softwood lumber products must be part of the importer declaration program and which are left out. Products covered include items listed under HTS codes 4407.10.00, 4409.10.10, 4409.10.20, 4409.10.90, and 4409.10.05, such as sawn or shaped coniferous lumber, flooring, siding, drilled or notched pieces, and other boards that are shaped along edges or faces. It also covers certain parts like stringers, radius-cut box-spring pieces, fence pickets, truss and pallet components, and door or window frame parts when classified under 4418.90.46.95, 4421.90.70.40, or 4421.90.97.40, unless specific exceptions apply. A number of items are excluded. Major exclusions include trusses (4418.90), I-joists, assembled box-spring frames, pallets (4415.20), garage doors, edge-glued wood (4421.90.97.40), complete door and window frames, furniture, temporary duty-free imports, and personal effects. Additional specific exemptions apply: stringers with two equal forklift notches (and classified 4421.90.97.40); box-spring kits made of 2 side rails, 2 end rails, and slats with radius-cut ends, individually packaged, and with no part over 1 inch thick or 83 inches long; radius-cut components meeting the same size limits; fence pickets 1 inch or less thick, up to 8 inches wide, 6 feet or less long, with decorative tops (dog-eared corners must remove triangles at least 3/4 inch on each side); U.S.-origin lumber sent out for only kiln drying, planing, or sanding if origin is proven to Customs; products shown to have been first made in the U.S.; and full single-family home kits for homes of at least 700 square feet that meet document and sale rules. The President must use these descriptions to decide coverage.
