The President must create and run a program that makes importers give specific information when they bring in softwood lumber and related products. Importers must submit that information with their entry papers. The President must also keep an electronic record of the information. Importers must report the export price for each shipment and the estimated export charge, using the percentage set by the Commerce Department’s Under Secretary for International Trade. Importers must also say they asked the exporter and checked the Commerce determinations, and that, to the best of their knowledge, the export price is calculated as the law defines, matches any export permit, and that the exporter has paid or agreed to pay all export charges under any international agreement and the Commerce Department’s published rules.
