Title 19 › Chapter 6— TRADE FAIR PROGRAM › § 1755
A fair operator designated by the Secretary is the only importer and receiver of items brought in under the fair-import rules for that fair. The operator must reimburse the United States for customs costs tied to entry, inspection, valuation, storage, abandonment, destruction, or release, including customs staff pay. Payments go back to the fund that paid them.
