Title 19 › Chapter 9— VISUAL AND AUDITORY MATERIALS OF EDUCATIONAL, SCIENTIFIC, AND CULTURAL CHARACTER › § 2051
The President can pick one or more federal agencies to carry out the Agreement opened for signature at Lake Success on July 15, 1949. Those agencies must take steps, including making rules, to put the Agreement into effect. They may not refuse to treat visual or sound material as internationally educational just because it argues a viewpoint; could be misread or seen as misrepresenting countries or people; is not fully representative or accurate (unless it has widespread, gross falsehoods); does not promote goodwill (unless its main purpose is not to teach or spread knowledge); or simply because the agency calls it propaganda.
