Gives plain meanings for key words used in the chapter. Distortion can include things like subsidies. Foreign country includes any foreign government body or instrumentality, and territories or possessions that have their own customs rules count as separate foreign countries. GATT means the GATT 1947 (see section 3501(1)(A)). Implementing bill is defined in section 2191(b)(1). International trade covers trade in goods and services and also foreign direct investment by U.S. persons when it affects trade. State trading enterprise means either a foreign government agency that buys or sells abroad for others, or a business largely owned or favored by a foreign government that buys or sells abroad.
