Defines key trade terms used in the Act. GATT 1947 — the original General Agreement on Tariffs and Trade dated October 30, 1947, as later changed by legal instruments that took effect before the WTO Agreement began. GATT 1994 — the GATT text that is attached to the WTO Agreement. HTS — the Harmonized Tariff Schedule of the United States. International Trade Commission — the United States International Trade Commission. Multilateral trade agreement — an agreement named in section 3511(d) of this title, excluding the kinds listed in paragraphs (17) and (18) of that section. Schedule XX — the Schedule XX—United States of America in the Marrakesh Protocol to GATT 1994. Trade Representative — the United States Trade Representative. Uruguay Round Agreements — the agreements Congress approved under section 3511(a)(1). World Trade Organization or WTO — the organization set up by the WTO Agreement. WTO Agreement — the Agreement Establishing the World Trade Organization dated April 15, 1994. WTO member or WTO member country — a state or separate customs territory (as Article XII uses the term) to which the United States applies the WTO Agreement.
