Title 19 › Chapter 18— IMPLEMENTATION OF HARMONIZED TARIFF SCHEDULE › § 3006
The President may officially change the Harmonized Tariff Schedule based on the Commission’s recommendations. The changes can only happen if they follow U.S. obligations under the Convention and do not harm the country’s economic interests. Before acting, the President must send a report to the House Ways and Means Committee and the Senate Finance Committee explaining the change. The President can only make the change after 60 days from that report (but don’t count days when either House is in a long adjournment or Saturdays and Sundays when either House is not in session). Any change also cannot take effect until at least the 30th day after the proclamation is published in the Federal Register.
