Title 19 › Chapter 19— TELECOMMUNICATIONS TRADE › § 3108
Before taking any action under this part of the law, the President must get information and advice from the government trade group set up under section 1872(a). The law also lists three specific times when matters must be treated as happening before other steps: finishing a Trade Representative investigation or acting under section 3103, the President setting specific negotiating goals under section 3104(b), and the President acting under section 3105. When negotiating under section 3104(a), the U.S. Trade Representative must keep the proper congressional committees and the committees created under section 2155 up to date about three things: the negotiating priorities and goals for each priority country; how likely success is in both bilateral and multilateral talks; and any U.S. concessions that might be offered to meet the goals described in subsections (c) and (d) of section 3104. Before the President narrows or changes specific negotiating goals under section 3104(b)(2)(A), the President must consult with Congress and with affected industry and labor representatives.
