The President can only issue a proclamation covered by these consultation and layover rules after completing four steps. The President must get advice from the advisory committees established under section 2155 and from the International Trade Commission. The President must send a report to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate that explains the proposed action, the reasons for it, and the advice received. At least 60 calendar days must pass after those two steps are done, and the President must consult with those two committees during that 60-day period.
