The President must ask for a working party in the GATT 1947, and when the WTO Agreement takes effect for the United States, in the WTO, to study how internationally recognized worker rights (defined in section 2467(4) of this title) relate to the rules and goals of GATT and the WTO. The U.S. wants the group to study links between trade and those worker rights while considering different development levels, look at how denying those rights affects trade, find ways to address those effects, and coordinate with the International Labor Organization. The President must report to Congress no later than 1 year after December 8, 1994, on progress in setting up the working party and on U.S. goals for its work.
