§3904 Regulatory and Other Authority

Summary

The President must create and use rules, permits, orders, proclamations, and investigations needed to enforce this chapter. Any U.S. person who imports or exports rough diamonds must keep full records of transactions covered by the prohibitions in section 3903(a). The President may require those records under oath and the production of books, contracts, letters, or other papers. The President must have a federal agency review each year the standards and procedures of U.S. groups that issue Kimberley Process Certificates for rough diamond exports to check they follow the Kimberley Process Certification Scheme. The President must send a report on each annual review to the relevant congressional committees.
