The Secretary of Homeland Security must consult the appropriate congressional committees at least 30 days before starting talks and at least 30 days before signing any deal with another country that recognizes each other's supply-chain security or customs programs. When negotiating, the United States must try to make the other country’s partnership programs work the same way as U.S. Customs and Border Protection programs, such as the Customs-Trade Partnership Against Terrorism, to boost security, speed trade, and help enforce trade rules.
