The Librarian of Congress must make rules to protect the Library’s collections and property and to keep order and proper behavior in the Library. The Librarian and the Chief of the Capitol Police must work together on security for the Library buildings and grounds listed in section 167j. The Librarian designs security for protecting collections and runs security at Library sites outside Washington, D.C., but the Chief of the Capitol Police must review and approve those designs and operations. By October 1, 2008, the Chief, in coordination with the Librarian, must send an initial plan to the Committee on House Administration of the House of Representatives, the Committee on Rules and Administration of the Senate, and the Committees on Appropriations of the House of Representatives and the Senate. The law refers to sections 141, 141a, 1964, and 1965 of this title.
