Title 2 › Chapter 5— LIBRARY OF CONGRESS › § 160
The Librarian of Congress may accept gifts or bequests for the Library, such as nonpersonal services; unpaid personal services worth up to $10,000 per person, per year; money meant for immediate use; and securities or other personal property. Money gifts must be paid to the Treasurer of the United States, and the Treasurer’s receipt is proof of payment. Securities will be sold and the donor given a written acknowledgment to document the gift. The Treasurer will place gifts or sale proceeds into a special Library of Congress account. The Librarian may spend those funds for the purposes the donor specified and must publish a public report each year about gifts accepted. If the Librarian and the Board agree, accepted gifts may be invested like trust funds under section 157.
