Title 2 › Chapter 5— LIBRARY OF CONGRESS › § 154
Creates the Library of Congress Trust Fund Board and says who must serve on it. Members are the Secretary of the Treasury (or an Assistant Secretary the Secretary names), the chair and vice chair of the Joint Committee on the Library, the Librarian of Congress, two people the President appoints (five-year terms; first two appointed for three and five years), four people the Speaker of the House appoints with input from the House minority leader, and four people the Senate majority leader appoints with input from the Senate minority leader (House and Senate appointees serve five years; their first terms are two, three, four, and five years). If a member’s term ends, they can stay until a successor is named or for up to one year if the chair asks. Seven members make a quorum. The board has an official seal courts must accept and may make rules to run its business.
