The Librarian of Congress must try to get, as gifts from owners, high-quality archival copies of every film added to the National Film Registry. When possible, the Librarian should get the best surviving materials, including preprint elements, and copyright owners are strongly encouraged to donate those archival pieces. The Librarian must also try to collect extra research items like background notes, production reports, and shooting or continuity scripts. Gifts and bequests of these films and materials become U.S. government property under the rules in title 17 and will be kept at the Library of Congress as the National Film Registry Collection. The Librarian must make rules, consistent with title 17, to allow reasonable access for scholars and researchers. The Librarian must use the National Audio-Visual Conservation Center of the Library of Congress in Culpeper, Virginia to store preserved Registry films properly and to provide them to researchers, scholars, and the public as allowed by title 17 and by any agreements with copyright holders.
