The Architect of the Capitol can use simpler buying rules for purchases of property and services that total no more than $250,000. Federal rule 41 U.S.C. 6101 applies to the Architect but treats the $25,000 limit there as $100,000. The Architect may buy security-related services, equipment, and construction in whatever efficient way he chooses. This rule has applied since fiscal year 2003 and continues each year after.
