The Architect of the Capitol can borrow money from the Senate’s contingent fund account called “Miscellaneous Items” when needed to run the Senate Restaurants under the joint resolution approved July 6, 1961 (and its later changes). The Senate Committee on Rules and Administration must approve any loan first. That Committee sets how much can be borrowed and for how long. The Secretary of the Senate makes the loan after the Committee chairman approves a voucher. When the loan is paid back, the money goes into the same “Miscellaneous Items” account, is credited to the fiscal year when the loan was made, and can be used again for the same purpose.
