When the transfer takes effect, the contracts, debts, records, property, appropriated funds, and other assets of the Congressional Special Services Office of the Capitol Guide Service, along with its employees, move to the Office of Congressional Accessibility Services. Any appropriated money that is still available when the transfer takes effect will only move with approval of the Committees on Appropriations of the House of Representatives and Senate. The moved employees will be overseen by the Director of Accessibility Services. Any worker who was a non‑temporary employee on that day and moves over will be under the Director’s authority, but their grade, pay, leave rate, and other benefits cannot be cut while they stay continuously in the same position, except for cause. If such a worker is later separated, for certain retirement rules they will be treated as involuntary if they have 25 years of service, or 20 years of service and are at least 50 years old. The Director may not require a probationary period for these transfers.
