Coins tossed into fountains on certain Capitol-area properties are treated as gifts to the United States. Those properties include the federal grounds around the Capitol, the Capitol Buildings (including the Capitol Visitor Center), and Library of Congress buildings and grounds. The Architect of the Capitol will collect the coins when and how the Architect thinks best. The money collected must first be used to repay the Architect for costs to collect, process, and maintain those fountains. After repayment, the coins go into the Miscellaneous Receipts Account of the Capitol Visitor Center Revolving Fund and are available as provided under section 2233(b).
