Creates a Technology Assessment Advisory Council with 12 members. Ten are public experts picked by the Board (people with strong backgrounds in physical, biological, or social sciences, engineering, tech management, or notable public or educational work). The other two are the Comptroller General and the Director of the Congressional Research Service. When the Board asks, the Council must review and advise on Office activities (including under section 472(d)), review findings of any Office assessments, and do other related tasks the Board gives. The Council elects a Chair and Vice Chair from the ten public members by majority vote; the Vice Chair fills in if the Chair is absent. Public members serve four-year staggered terms, fill vacancies only for the remainder of a term, and may be appointed no more than twice. The Comptroller General and CRS Director get no pay but get travel and necessary expenses. The public members get daily pay up to the top General Schedule daily rate in 5 U.S.C. 5332(a) and similar travel and expense reimbursement (payments subject to regulations implementing sections 5702 and 5704 of title 5 and without regard to certain parts of chapter 57 and section 5731 of title 5).
