Payment for actual travel must not be more than the lowest first‑class fare on the transportation used. A higher amount is allowed only if, under rules from section 5738, an official says first‑class space is not available or a secure compartment approved by the agency head or a person the agency head chooses is needed. For inter‑island steamship travel in Hawaii, the limit is the accommodation rate that most closely matches lowest first‑class on trans‑Pacific steamships.
