Title 2 › CHAPTER 49 — CONGRESSIONAL PAGES › SUBCHAPTER I — GENERAL › § 4902
A fireproof building will be built near the U.S. Capitol to serve as dormitories and classrooms, with furniture and equipment, for pages of the Senate, the House, and the Supreme Court. The Architect of the Capitol must prepare the plans and the Senate and House Office Building Commissions must both approve the site and plans. The Architect may buy, condemn, transfer, or otherwise get nearby D.C. property (including alleys and streets inside the curblines) to build the complex. Any condemnation must follow subchapter IV of chapter 13 of title 16 of the District of Columbia Code. U.S.-owned land and nearby alleys or streets taken for this project can be moved under the Architect of the Capitol’s control if the Architect asks and the two commissions agree. The Mayor of D.C. must close the alleys or streets inside the curblines if asked by the Architect with the commissions’ approval. Once bought, the land becomes part of the United States Capitol Grounds and is covered by sections 1922, 1961, 1966, 1967, and 1969 of this title and sections 5101 to 5107 and 5109 of title 40. The building will be named the John W. McCormack Residential Page School. The Architect will run its protection, care, maintenance, and use (but not the U.S. Capitol Police), under the joint direction of the Speaker and the President pro tempore. The Architect must give Congress yearly cost estimates for these services, except for police, school operations, and personal supervision of pages. The Speaker and the President pro tempore will set rules for the Architect. They will also pick one House officer and one Senate officer (not Members) to supervise resident pages, set rules about living in the school (including curfews and conduct), and hire a Residence Superintendent of Pages and any extra staff and set their pay. This does not change the rules in section 4903 about page education and other minors who are congressional employees.
