Members-elect who attend an organizational caucus or conference may name one staff person to be paid for one round trip from that staff person’s home in the Member’s district to Washington, District of Columbia, to accompany them. An incumbent Member who is reelected and who attends such a caucus or conference that meets after the adjournment sine die of that Congress in the year involved gets the same travel payment. Members-elect (but not those reelected incumbents) may also name one staff person to be reimbursed on a per diem or other basis for expenses while accompanying them at the caucus or conference. With the approval of the majority leader (for majority party Members) or the minority leader (for minority party Members), the same travel and expense rules apply when a Member or Member-elect attends the Committee on House Administration’s orientation program for new Members.
