Leftover funds from expired House budget accounts may be used for two things if another rule allows it. One, to pay a death gratuity that the law specifically provides when a House employee dies, even if the payment happens after the fiscal year ends. Two, to put money into the House account that pays into the Employees’ Compensation Fund and to repay the Secretary of Labor for unemployment payments made to former House employees. The rule applies to funds provided in fiscal year 2020 and every fiscal year after.
