A revolving fund in the U.S. Treasury is set up for the House of Representatives called the Net Expenses of Equipment Revolving Fund. The Chief Administrative Officer deposits money into it from House offices and from Members (including Delegates and Resident Commissioners) to pay for office equipment and furniture for Members’ district offices. Money in the fund may be used without fiscal year limits to buy, lease, or maintain that equipment and furniture. The fund is treated as a category of allowances and expenses under section 5507(a). It applies from fiscal year 2003 onward, though deposits from fiscal year 2002 or later may be made. It does not cover telecommunications equipment under section 5538.
