Each fiscal year, starting with the year that ends on September 30, 1982, the Sergeant at Arms and Doorkeeper may spend up to $300,000 from their Senate contingent fund account to hire outside help. With the Committee on Rules and Administration’s approval, they can hire temporary consultants or firms as independent contractors, or pay individuals a daily rate no higher than the per-day equivalent of the highest annual pay for a Senate standing committee employee. Those contracts are exempt from federal advertising rules (including 41 U.S.C. 6101). With both the agency’s and the Committee’s approval, they can also use staff from a federal department or agency and must repay that agency at the end of each calendar quarter for the work done that quarter.
