The Director must coordinate cost estimates for the executive branch and talk with agencies that run direct loans and loan guarantees. The Director can let those agencies make estimates if they follow written guidelines based on the chapter’s definitions. The Director and the CBO must work together to improve data on loan performance, review outstanding loans and guarantees each year, and have access to any agency data that helps make better estimates. The Director must use historical data to convert past budget totals into credit reform accounting. By January 31, 1992, the Director and the CBO Director must each report to Congress comparing long-term administrative costs for credit programs versus grant programs and recommend any needed changes.
