Send every special message about rescinding, reserving, or deferring budget authority to both the House and the Senate on the same day. If a chamber is not in session, give it to the House Clerk or the Senate Secretary. Each message must go to the right committee and be printed as a document for that chamber. Also send a same-day copy to the Comptroller General, who must review the message and tell both Houses quickly about the facts and likely effects: for rescissions or reservations, the facts and probable effects; for deferrals, the facts, probable effects, and whether the deferral follows existing law. If the President revises any information, he must send a supplement to both Houses and the Comptroller General, handled and printed the same way, and the Comptroller General must update the Houses if needed. Every original or supplemental message, and a monthly report the President must send by the 10th day of each month listing fiscal-year budget authority covered as of the first day of that month, must be printed in the first issue of the Federal Register after it is sent.
