When required budget money is not made available, the Comptroller General may sue in the federal court in Washington, D.C., using lawyers he chooses, to force agencies or officials to make the money available. The court can issue orders or judgments to make that happen. He cannot sue until 25 calendar days of continuous session of Congress pass after he files an explanation with the Speaker of the House and President of the Senate.
