§10001 Allocations

Summary

The Education Secretary must first set aside up to 0.5% of the program money for U.S. outlying areas, based on needs decided with the Interior Secretary. The Secretary may set aside up to $14,000,000 for running and overseeing the program and must set aside $5,000,000,000 for specific grants elsewhere in the law. The remaining money goes to States: 61% is divided by each State’s share of people ages 5–24 and 39% by each State’s share of total population. The Secretary gives each State’s share to its Governor. If a Governor does not award or commit the funds within two years, the Governor must return them so the Secretary can give them to other States using the same split.
