Money for this program must first set aside up to one-half of 1 percent for the outlying areas, with their needs decided together with the Secretary of the Interior. The Secretary may keep up to $14,000,000 for administration and must reserve $5,000,000,000 for grants under sections 10006 and 10007. The rest is given to States: 61 percent based on each State’s share of people aged 5 through 24 and 39 percent based on total population, paid to each Governor. Any funds a Governor does not award or commit within two years must be returned and reallocated to the other States using the same 61/39 split.
