Creates a National Advisory Committee on Institutional Quality and Integrity to review how colleges and other higher education institutions are accredited and certified under federal rules. The committee must have 18 members: 6 chosen by the Secretary, 6 chosen by the Speaker of the House (three recommended by the House majority leader and three by the House minority leader), and 6 chosen by the President pro tempore of the Senate (three recommended by the Senate majority leader and three by the Senate minority leader). Members must be chosen for experience, fairness, and knowledge of higher education and accreditation. Normal terms are six years. The first members have staggered terms: 3 years for Secretary appointees, 4 years for Speaker appointees, and 6 years for Senate appointees. Vacancies must be filled the same way within 90 days, and if a Secretary appointment is open the Secretary must ask for nominations in the Federal Register within 30 days. Members pick their own chair. The committee must advise the Secretary about accreditation standards, recognizing accrediting organizations, the list of nationally recognized accreditors, the eligibility and certification process for institutions, and how accreditation interacts with state licensing. It must meet at least twice a year. Meeting dates and places must be given to the Secretary and published in the Federal Register at least 30 days before the meeting. The agenda is set by the chair and must allow public comment. The Secretary must name a department staff person to attend meetings. Each year the Secretary must publish member names and term end dates in the Federal Register, and the committee must give an annual report by the last day of the fiscal year. The committee ends on September 30, 2021. Defined terms: Committee — the advisory group created here; institutions of higher education — as defined in section 1002 of this title.
