The Secretary can award grants or make contracts with eligible groups to pay most of the cost of projects that train future teachers to use modern information and learning tools, build strong partnerships to change teacher preparation, and check how well teacher education programs prepare candidates to teach in technology-rich classrooms (including using universal design for learning) so K–12 students gain skills for college and careers. Each award is up to $2,000,000, lasts three years, and can be renewed for one more year. The federal share cannot be more than 75 percent; the rest can be cash or in-kind (including services). An eligible consortium must include a college or university that grants bachelor’s or master’s degrees and trains new teachers, a state or local education agency, a college or department of education, a college or department of arts and sciences, and at least one organization that can help with technology reform (for example, a professional group, foundation, museum, library, business, nonprofit, or community group).
