The Secretary must give grants and help to colleges that serve Alaska Natives and Native Hawaiians so they can improve and expand their ability to serve those students. Alaska Native and Native Hawaiian are defined elsewhere in law (see sections 7546 and 7517). An Alaska Native‑serving institution is a college eligible under section 1058(b) with at least 20% Alaska Native undergraduates. A Native Hawaiian‑serving institution is a college eligible under section 1058(b) with at least 10% Native Hawaiian undergraduates. Grants must fund planning and activities that build the school’s capacity. Examples include buying or leasing lab or classroom equipment, fixing or improving facilities, faculty exchanges and training, curriculum and library materials, better financial and administrative systems, shared use of facilities, tutoring and student support, and financial literacy programs. Schools must send enrollment proof and other required information, use a simplified application with a 5‑year improvement plan, cannot get these funds at the same time as certain other federal funds under this part or part B, and the Secretary should try to distribute grants fairly among eligible schools.
