The federal government must help the United States stay competitive by improving and growing its science and technology skills and programs. More and better-trained scientists, engineers, and technical experts are needed to build that capacity. As the country becomes more diverse, education must meet the needs of everyone. When minorities are underrepresented in science and technology, the nation loses prepared workers. Minority colleges and universities, even with limited resources, give important chances to minority students, so the federal government should help strengthen their science and engineering programs.
