Only certain groups may get grants under this part. They are: (1) public or private nonprofit colleges and universities that give bachelor’s degrees and are minority institutions; (2) public or private nonprofit schools that give associate degrees, are minority institutions, teach science or engineering, and partner with bachelor’s colleges that offer science and engineering; (3) nonprofit science groups, professional science societies, and bachelor’s colleges that either serve groups of minority institutions or train project directors, scientists, and engineers from those institutions; (4) consortia that help one or more minority institutions, whose members may include colleges with science or engineering programs, graduate science programs, federal research labs or offices (Department of Energy, Department of Defense, National Institutes of Health, NASA, NOAA, NSF, NIST), quasi‑governmental science entities, or colleges with State STEM research centers; and (5) for grants under subpart 2 only, partnerships that include at least one eligible higher‑ed institution under this subchapter or subchapter V, at least one high‑need local educational agency (as defined in section 1021), and at least two community organizations or similar entities.
