The Secretary may create a program to help low‑income students who qualify, including students with disabilities, finish high school and get ready for college or other training after high school. The program must pay for things like money aid, tutoring, extra counseling, mentoring, outreach, and other supports to lower dropout risk and reduce the need for remedial college courses. It must also give students and families information about the benefits of continuing education and ways to pay for it. Each year Congress provides funds, and the Secretary must award grants to eligible states or partnerships to run the program. Grants can last six years, or seven years if the group asks to support a student through the student’s first year of college. Priority is given to groups that ran successful programs before August 14, 2008 and that have shown a commitment to early intervention; students already in the program on August 13, 2008 must keep getting help until they finish high school. Eligible entity: a State; or a partnership of one or more local school districts and one or more colleges, plus at least two community organizations (for example, businesses, professional groups, state agencies, or other public or private agencies).
