The Secretary must make a written agreement with every State that wants to join the scholarship program. The agreement must say the State’s education agency will run the program, follow the rules on who can get scholarships and how they are chosen, actively tell all eligible students about the scholarships (with extra effort to reach low- and moderate-income families), and give $1,500 to each person who receives a scholarship.
