The Secretary can make agreements with eligible institutions to let them use up to 10 percent or $75,000 of their allotment (whichever is less) to set up or expand programs that find and create jobs, including community service jobs, for students who are currently enrolled. The jobs must fit students’ schedules and, as much as possible, support their classwork or career goals. Those agreements must say the Federal government will pay no more than 80 percent of the program costs. The school must show the money will not be used to create jobs at the school itself or to place students in jobs only after they graduate. The program must not replace current workers or break existing service contracts. The school must also show the funds are likely to help students earn, in total, more in wages than the federal money spent, include performance rules if they hire another organization, and send the Secretary an annual report and evaluation of how the money was used and how the program helped students.
