Grants from this program must pay for one or more of eight kinds of activities. They can buy, rent, or lease scientific and lab equipment for teaching and research; build, fix, or improve classrooms, libraries, labs, and other teaching spaces and get related telecom equipment or services; buy library and educational materials such as books, journals, and microfilm; support low-income postbaccalaureate students with outreach, tutoring, mentoring, scholarships, fellowships, or other financial help so they can enroll in postbaccalaureate certificate or degree programs; support faculty exchanges, training, research, curriculum, and instruction; create or improve internet or distance-education facilities; work with other colleges to expand postbaccalaureate offerings; or fund other activities in the application that advance the program and that the Secretary approves.
