The Secretary must award grants under section 1122 by competition. Applications from comprehensive centers and from undergraduate centers must be judged separately but with the same strict standards. The Secretary must set rules for what counts as excellent for graduate and undergraduate goals and must consider how well a center meets national needs, creates and shares useful information, and places students into jobs, further study, or training in areas of national need. For other grants under this part (not section 1122), when possible the Secretary must try to spread funds fairly across the United States, using merit decided by peer review with broadly representative professionals.
