Creates a junior year abroad program run by the Institute through grants or contracts. The program is open to eligible students at colleges and universities, including historically Black colleges and universities, tribally controlled colleges, Alaska Native‑serving, Native Hawaiian‑serving, Hispanic‑serving schools, and other schools with many minority students. An "eligible student" is a full‑time bachelor’s student entering their third year, or finishing their third year for a summer program, at a school that nominates them. Students may spend up to 9 months abroad. The Institute and the student’s school share the student’s eligible costs. Schools must sign a Memorandum of Understanding agreeing to give academic preparation, pay one‑third of the cost for each student they nominate, and follow any other reasonable rules the Secretary sets.
