The Secretary can give Jacob K. Javits Fellowships to top graduate students in the arts, humanities, and social sciences. Students must qualify for federal grants, loans, or work-study under section 1091 and plan to earn a doctoral degree, except when a master’s is the highest degree in that field. Fellows are picked for strong achievement, financial need, and promise. Each award covers one academic year and can be renewed so a student gets up to 4 years of support. Money put into a fiscal year must be spent so students use the fellowships in the academic year that starts after July 1 of the next fiscal year. Colleges may allow fellows to pause study up to 12 months for work, travel, or independent study that helps their program and keep paying the stipend for those 12 months. For military service or serious illness, pauses may be allowed for the tour of duty or up to 12 months, but without stipend payments. Applications must be available by October 1 before the award year, and winners must be announced by March 1 before the award year. The Secretary may hire a private agency to run the program if that is more efficient.
