Title 20 › Chapter 28— HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › Subchapter VII— GRADUATE AND POSTSECONDARY IMPROVEMENT PROGRAMS › Part A— Graduate Education Programs › Subpart 1— jacob k. javits fellowship program › § 1134a
The Secretary must appoint a Jacob K. Javits Fellows Program Fellowship Board made up of nine people from public and private colleges and universities who are specially qualified. The Secretary should pick members who are respected academics, represent different U.S. regions, cover many graduate disciplines in the arts, humanities, and social sciences, and include people from institutions eligible for certain grants. The Board must set overall program policies and award rules, pick panels of scholars to choose fellows (or allow a private contractor to do these tasks if the Secretary hires one), and send Congress a report on program changes at least once every 3 years. The Board must consult regularly with the National Science Foundation, the National Endowment for the Humanities, the National Endowment for the Arts, colleges, learned societies, and professional groups. Members serve 4-year terms (fillers serve the rest of a term), may not serve more than 6 years total, elect a Chair and Vice Chair at the first meeting (these officers serve until 1 year after appointment and then for 2-year terms), meet at least once a year, use a majority for a quorum, and may be paid up to the basic pay for Level IV of the Executive Schedule and receive travel expenses as allowed by section 5703 of title 5. Fellows are chosen in each field from nationwide applicants by the panels under the Board’s criteria (or by panels appointed by a contractor). The Board sets how many fellows each field gets each year, and winners may use their fellowship at any accredited graduate school they choose.
