Fellows keep getting their payments only while the Secretary finds they are making good progress and spending almost all their time on the study or research the fellowship supports at a college or other approved research place. They cannot have paid jobs except part-time work at that same place in teaching, research, or similar duties if the Secretary approves it. The Secretary can require fellows to file reports when and how the Secretary decides. Each report must include a statement from an official at the approved college, library, archive, or research center saying the fellow is making good progress and working full time on the program.
