Creates a 15-member National Board for the Fund for the Improvement of Postsecondary Education. The Secretary appoints members to overlapping 3-year terms and picks the Chair. A majority of members makes a quorum. Anyone who serves 6 years in a row cannot be reappointed for the next 2 years. Most members must be public interest representatives (including students); the rest must be education representatives. The Board must advise the Secretary on priorities and recommend ways to improve postsecondary education, including how to evaluate, share, and use proven practices. It also advises on running the Fund, such as planning, rules, and grant competitions. The Chair calls meetings, but the Board must meet if one-third or more members ask in writing. The Secretary must provide the information and help the Board needs.
