The Secretary must give grants to eligible college partnerships to create and carry out articulation agreements that make it easier for students to transfer credits and earn bachelor’s degrees. Eligible partnerships must include at least two institutions or a system of institutions and can also include a consortium or a State higher education agency. The Secretary will give priority to partnerships in a State that used the strategies in section 1093a(b)(1) of this title, or to partnerships that link community or junior colleges that award associate degrees with colleges that offer bachelor’s or post‑baccalaureate degrees those community colleges do not. Grants may pay for making transfer policies and programs, improving academic programs, removing transfer barriers (including technology and information), and student support like tutoring, mentoring, and counseling. Grants cannot be used to pay a school just for signing an articulation agreement or for accepting transfer students. Partnerships must apply to the Secretary with the information requested. An articulation agreement is a written agreement that says which courses will count toward specific degree requirements. Money may be appropriated as needed for fiscal year 2009 and each of the five succeeding fiscal years.
